This position has full responsibility for supervising, managing and directing the nursing! care services for the Crownpoint Healthcare Facility and outl! ying satellite clinics. The Chief Nurse Executive works with the nursing unit supervisors by providing guidance with day to day operations through planning, organizing, and directing the daily activities of the Nursing Division to include: Ambulatory Care Nursing, Urgent Care/Emergency Room Nursing, and Inpatient Nursing, which encompass Obstetric/Gynecology, and Adult and Pediatric Nursing. Works and assists the Chief Excecutive Officer, Eastern Navajo Health board and other executive committee members in the development, formulation and implementation of CPSU strategic plans. Also provides to the executive committee members expert professional assistance regarding nursing-related matters.

This
position is located in the Crownpoint Healthcare Facility,
Nursing Administration Department in Crownpoint, NM. Please ensure
you answer all questions and follow all instructions carefully. Errors or
omissions may impact your rating or result in you losing consideration for the
job.

  • Works on
a day-to-day basis with the Chief Executive Officer, Clinical Director, Public
Health Division Director, Quality Assurance/Performance Improvement Director
and other key staff members who are responsible for top management decisions,
policy development, and compliance with applicable policies and standards
except those requiring urgent medical decisions.

  • Responsible
for nursing services' compliance with the Centers for Medicaid Services (CMS)
standards and accreditation requirements and ! compliance with Health Information
Patient Privacy Act (HIPPA). Kee! ps abreast of the changes at local, regional
and national levels such as health care policies, directions, nursing practices
and needs of the Navajo communities.

  • Oversees
nursing services at Ambulatory Care, Urgent Care, Emergency Room, Obstetrics,
and Inpatient Units. Formulates and implements the overall nursing services in
accordance with the existing requirements and priorities. Conducts meetings and
conferences with subordinate supervisors and staff to explain work
requirements, methods and procedures as needed.

  • Exercises
overall supervisory responsibility for the planning, development, organization,
integration and evaluation of various components under the Division of Nursing.
Develops and formulates basic data and budget estimates for Nursing Services.
Monitors the budget expenditures and advises the Chief Executive Officer and
Executive Committee of the expenditure tre! nds, and helps formulate any
corrective action.

  • Responsible
for the Service Unit recruitment and retention of qualified and experienced
professional nursing staff. Works with nationally accredited nursing programs
to support and provide ongoing professional nurse training program.

  • Serves on
various recognized committees and/or task groups, and also works closely with
the Service Unit Health Board and other organizations. Responsible for furthering

BASIC REQUIREMENT(S): EDUCATION: Degree or diploma from a
professional nursing program approved by the legally designated State
accrediting agency at the time the program was completed by the applicant.

IN
ADDITION TO BASIC REQUIREMENTS: Candidates must have 52 weeks of specialized
experience equivalent to the GS-12 grade level to qualify for the GS-13 grade
level.

SPECIALIZED

EXPERIENCE:
Experience that equipped the applicant with the particular knowledge, skills
and abilities to perform successfully the duties of the position, and that is
typically in or related to the work of the position to be filled. To be
creditable, specialized experience must have been equivalent to at least the
next lower grade level. Examples of the type of ex! perience, reviewing,
evaluating and implementing all duties; supervisors and provides direction; and
evaluating nursing needs of patient care.

OR MANAGERIAL ABILITIES: Candidates must have demonstrated in their work
experience or training that they possess, or have the potential to develop, the
qualities of successful supervision, as listed under the appropriate category
below;

This
position has been identified as a UFMS critical user for Level V, therefore, a
background/security clearance is required upon appointment.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
