**********Position is for the Stateline, Lake Tahoe Detention Facility**********

This position is on-call. No set hours or dates and number of hours a week will vary depending on the need. Position does not include benefits.

The Douglas County Juvenile Detention Center is a 15 bed secure facility housed within the Jail located at 175 Highway 50, Stateline-Tahoe, Nevada .

Responsible for maintaining safety and security of the staff, detainees, visitors and juvenile detention facilities; supervises detainees according to policies, procedures and regulations.

NOTE: An employee cannot remain in this classification after two (2) years of date of employment.

ESSENTIAL FUNCTIONS

  • Works as a mentor with detainees overseeing their movements and insuring that established requirements are being met; maintains order, observes individual and group dynamics to identify potentially high-risk youths; assesses behavior; determines rule infractions and executes appropriate course of action; documents details of incidents and methods used to resolve issues.
  • Prepares written report and documentation to record resident’s progress and incidents observed.
  • Cleans and maintains facility as required.
  • Interacts with detainees to determine unusual tendencies or behavioral traits and changes in behavior; facilitates small group counseling sessions; may conduct group sessions based upon cultural diversity, life skills, character development, problem solving and decision-making skills.
  • Oversees activities; physical fitness, counseling, phone calls, hygiene, meals, snacks, visits; informs supervisor of unusual events or operational needs.
  • Administers prescription and non-prescription medication; documents administration of medications; provides first aid as required; observes, reports and documents all symptoms of illness/disease.
  • Processes youths arriving and departing detention facility; issues clothing, bedding and personal items; inventories and inspects clothing and property brought by detainee and secures for return upon release; provides orientation for new arrivals; answers questions in regard to procedures, daily routine and rules of conduct.
  • Performs inspections in all detention facilities; ensures that all areas are safe, secure, sanitary and free of contraband; inventories and maintains accountability for keys, equipment, tools and supplies; accounts for detainees under direct supervision; may perform physical searches.
  • Restrains juveniles, as needed, using approved physical and mechanical restraint methods.
  • Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and Experience:
High School diploma/GED; AND one (1) year of counseling or youth services experience; OR an equivalent combination of education, training and experience.

Must be a minimum of twenty-one (21) years of age at date of employment.

Required Knowledge and Skills
Knowledge of:
  • Safety and security practices related to a detention facility.
  • Proper cleaning methods, and the safe usage of cleaning materials, disinfectants, custodial tools and equipment.
  • Use and minor maintenance of hand and power tools and equipment used in custodial work.
  • Techniques for dealing with juveniles from various socio-economic, ethnic and cultural backgrounds, including basic crisis intervention techniques.
  • Techniques of JIREH detainee control and defensive tasks.
  • Prison Rape Elimination Act (PREA) standards.
  • First Aid and CPR Standard office practices and procedures, including records management.
  • Communicating effectively in oral and written forms.
  • Techniques for dealing with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone.

Skill in:
  • Safely using hand tools and power equipment related to the work.
  • Working under pressure, exercise good judgment and make sound and timely decisions in emergency and non-emergency situations.
  • Understanding and following oral and written instructions.
  • Monitoring and maintaining the safety and security of juveniles and detention facilities.
  • Exercising appropriate restraint of juveniles, physically and mechanically.
  • Accurately observing and recording juvenile behavior, including depression, drug and/or alcohol abuse.
  • Preparing and maintaining accurate records of work performed and incidents.
  • Effectively listening to, communicating with, and eliciting information from upset, emotional and irate individuals.
  • Dealing successfully with a variety of individuals from various socioeconomic, ethnic and cultural backgrounds, in person and over the telephone.

REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:
  • Current Driver’s License.
  • First Aid and CPR within 90 days of the date of employment.
  • JIREH certification within 90 days of date of employment.
  • Prison Rape Elimination Act (PREA) training within 90 days of date of employment.

PHYSICAL DEMANDS & WORKING ENVIRONMENT:
The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of the job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Mobility to work in a typical detention facility and use standard office equipment; stamina to sit for extended periods of time; strength to lift and carry up to 50 pounds; agility to subdue and restrain juveniles; vision to read printed materials and a computer screen, and hearing and speech to communicate in over the telephone and radio systems.

Work is performed in violent, traumatic or highly charged emotional environments. Incumbent is subject to exposure to blood and air borne diseases.

CONDITIONS OF EMPLOYMENT:


1. Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
2. Employment is contingent upon successful completion of a background/screening.
3. Douglas County participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS, with information from each applicant’s Form I-9 to confirm work authorization. All candidates who are offered employment must complete Section 1 of the Form I-9 along with the required proof of their right to work in the United States and proof of their identity prior to starting employment.
